What NICB VINCheck actually covers

The National Insurance Crime Bureau is a non-profit funded by insurance companies to fight vehicle theft and insurance fraud. Its VINCheck database is built from records that participating member insurers contribute:

Theft records — vehicles reported stolen to a member insurer and not yet recovered. If the theft claim resolves or the car is recovered, the record can drop off.
Salvage / total-loss records — vehicles a member insurer declared a total loss.

Two important consequences follow from "participating insurers." First, a car that was stolen but uninsured — or insured by a non-member — can come back completely clean.
